Passport Funding — Making Community Inclusion Affordable
What is the Passport Program?

Passport is an MCCSS-funded program that provides Ontario adults (18+) with a developmental disability the flexibility to direct funds toward community participation, daily-living supports, skill building, and short‑term caregiver respite. Families choose who delivers the service and how their budget is spent.

Who is eligible?

Requirement Details
Age 18 years+ (apply at 16 so funding is active after high school).
Residency Live in Ontario and meet the provincial definition of a developmental disability.
Assessment Register with Developmental Services Ontario (DSO) for eligibility review and needs assessment.

How much funding can I receive?

Passport budgets are individualized. Typical annual allocations range from $5,000 – $45,000 based on the DSO assessment. An additional $2,000 per year is available specifically for supplies and equipment such as sensory items or tablets.

FAQ (Quick Answers)
Question Answer
Can funds roll over? Yes. Unspent dollars can carry forward one year, but you must submit receipts before the claim deadline.
Is Passport income-tested? No. Approval is based on need, not family income.
Can I hire a family member? Only if the person is not living in the same home and meets conflict-of-interest rules.
What about youth (under 18)? Passport starts at 18, but planning can begin at 16, and some supports may be funded earlier through SSAH or OAP.
Do I need a separate respite invoice? No. PrimePath bundles eligible respite hours with community participation on the same MCCSS‑approved template.
